“Today, Von der Leyen rightly pointed out that the AI Act puts Europe in a position to lead global efforts on artificial intelligence safety. Cooperation with Canada, the United Kingdom, and other allies on model evaluation, verification, and early warning is the right path.

Now we must take the next step: not merely regulating or applying technologies developed elsewhere, but building European capabilities. This certainly means bringing technologies where they can be best applied, building a unified financial market that is more willing to take risks to support innovative ideas, and strengthening access to computational infrastructure with more European alternatives—for example, in the cloud and semiconductors—but our ambition must not stop there.

Therefore, we are reviving the idea of an “AI CERN,” as proposed by Nobel laureate Giorgio Parisi: a public, independent center with permanent funding, capable of attracting Europe’s top talent and bringing together research, computing, and security, thereby transforming Europe’s regulatory leadership into technological leadership as well.”
